I reinstall my computer every 20-30 days for government conspiracy issues, and I was wondering if there was a way I could save all of my bookmarks and saved passwords in a file so that when I reinstall FF I can just upload it and it will be as if I never reinstalled anything.

Dunno aboot saved passwords, but as for bookmarks:
Bookmarks > Organize Bookmarks > Import and Backup > Backup
Then, when you want to restore them later:
Bookmarks > Organize Bookmarks > Import and Backup > Restore > Choose File...
