I think you would know if you're logged in...
The purpose of the bar is one, if you're not logged in, well you can use that to log in, and two, more importantly, for guests to think about registering. There are other reasons which, like I've said before, I will not go into.

Alot of sites do that, so it isnt a big deal. It really isnt that annoying; move on and dont fret over something so minor.
