I need a quick fix, cuz i'm overloaded with downloads.....

Are you able to play games, and continue to download?

I'm trying to download a couple map packs, but it's taking forever and it's driving me insane. Am I still able to play Halo and collect skulls, or am I doomed to wait an eternity???

It depends, on the size of the download I think. If it gives you the option to "continue" you might be able to, but there was one instance where I couldn't do anything except roam the dashboard until the download was finished o_O

Sometiems you can. Sometiems you can't.

If you've been given the option to "Continue", then you can background download. You'll be given this option most of the time.

Else, you're SOL and will have to wait.

Yeah, it's not letting me. I figure I'll just let them download while I sleep, and while I work tomorrow morning. Hopefully, by the time I get back they'll be done...

It depends. if you're playing online then it wont run the download at the same time. If you're playing single player then it should let you.

With me, the download only stops when you play games online. If you play single player, the download will continue. Also, there's a setting were you let your download continue even after you turn off the 360, provided you keep your connection to Live up.
